Syracuse University's Center of Excellence in Environmental Systems will be based at the site of the former Midtown Plaza as a way to help stimulate the city's downtown, Gov. George Pataki plans to announce today.
The decision will be revealed in Pataki's 10th State of the State address to the Legislature in Albany, administration sources said Tuesday.
University officials originally had pushed to locate the center's headquarters and main building at the SU research park on the school's South Campus.
