Jan. 9--Low-income workers could receive health insurance through the state's Medicaid program, under legislation being drafted by the Wise administration.
Also, the plan calls for the state to form a "high-risk pool" to offer insurance to about 1,000 residents whose health problems make it impossible to buy health insurance at any price.
Gov. Bob Wise plans to reveal this proposal during his State of the State Address on Wednesday, according to people who have worked on the issue.
