Article: Under New Charter, Rhode Island Conduit to Issue Debt for Public Schools.

Starting this year, the Rhode Island Health and Educational Building Corp. will begin issuing debt on behalf of public schools in the state.

"By the end of 2004 you will see us doing school bonds for local communities," RIHEBC executive director Robert Donovan said last week. "We don't have a clear indication yet of how many communities are in the process of bringing projects to their voters, but some have expressed an interest in doing business with us."
