Jan. 11--In a dispute that could affect affordable housing projects statewide, Southborough has sued the state's housing agency and neighboring Marlborough over housing credits for a proposed apartment complex just over the town line near Interstate 495.
Though the 306-unit development would be built in Marlborough, its sole entrance would be in Southborough, which consequently can deny the plan.
