Jan. 13--TAMPA, Fla. -- Civitas, the developer trying to woo the Tampa Housing Authority into swapping land and jointly applying for a $20 million federal grant, gave the agency an address list Thursday of 50 vacant lots it could use for low-income home ownership.

But some agency board members protested that many of the properties, scattered from east Tampa to Tampa Heights, are too small to handle quality housing.

They questioned the value of a swap that would allow Civitas to put private development in an area that includes the 28-acre Central Park Village ...
