Jan. 13--TAMPA, Fla. -- Civitas, the developer trying to woo the Tampa Housing Authority into swapping land and jointly applying for a $20 million federal grant, gave the agency an address list Thursday of 50 vacant lots it could use for low-income home ownership.
But some agency board members protested that many of the properties, scattered from east Tampa to Tampa Heights, are too small to handle quality housing.
