The new owner of Cleveland Thermal Energy Corp. is pumping new life into a proposed downtown district cooling system which could take business away from Cleveland Electric Illuminating Co.

Mid-America Energy Resources Inc. plans to spend more than $20 million over the next two years to build a plant and install equipment to provide chilled water for large, central air-conditioning units to a limited number of downtown buildings. Cleveland Thermal now provides steam heat to buildings in the winter.
