The property with the most suspected prostitution activity in an improving South Madison neighborhood is owned by the Madison Community Development Authority, police say.
The tenant of the building in the Badger Road area has admitted to police that she is addicted to crack cocaine and bought drugs at the residence, that she has allowed a known prostitute to stay there in exchange for crack, and that the prostitute had sex there with male clients at all hours of the night and day.
