A Hennepin County judge who admitted slapping a boy over a missing bicycle has a mental disability and should be retired, the Board on Judicial Standards recommended Tuesday to the state Supreme Court.
District Judge Harvey C. Ginsberg, 50, has been on medical leave since June 13, the day after he confronted a boy he suspected of stealing his son's bike.
"If the Supreme Court adopts the recommendations, I'll be a better man for my family, community and self," Ginsberg said Tuesday. He had also asked the governor's office for a disability leave and has said he was in treatment for stress for about 18 months ...
