Jan. 22-- It was billed as the Western Hemisphere Institute for Security Cooperation's third anniversary celebration.
The National Defense Authorization Act for fiscal year 2001 created the institute, which replaced the oft-criticized School of the Americas.
And in many respects, it was a party.
A cake was cut, toasts were made, a new classroom was dedicated and five new Ambassadors of Good Will were saluted.
