Article: Fort Benning, Ga., Security Institute Celebrates Third Anniversary.

Jan. 22-- It was billed as the Western Hemisphere Institute for Security Cooperation's third anniversary celebration.

The National Defense Authorization Act for fiscal year 2001 created the institute, which replaced the oft-criticized School of the Americas.

And in many respects, it was a party.

A cake was cut, toasts were made, a new classroom was dedicated and five new Ambassadors of Good Will were saluted.

But the event, held at Fort Benning's Ridgway Hall, could also be described as Commandant (Col.) Richard Downie's "State of the ...
