PRE-ELECTION politics are always full of surprises, whether in the Philippines or the United States. American political pundits and commentators had all but marked off Senator John Kerry of Massachusetts before the Iowa caucus. His background as a Vietnam war veteran made little impression, it was said, with younger voters. His rather formal New England manner and nasal New England twang turned off voters in the Midwest and South. Only fellow New Englander, Senator Ted Kennedy, seemed to think Kerry was worth backing.
