Each weekday the parade of vehicles begins anew, thick veins of cars and trucks snaking down the superhighways that link South Florida's three counties. While there are snarls on the east-west arteries--the Dolphin Expressway in Miami-Dade and I-595 in Broward--the most notorious jams have always been on I-95, the road that links all three counties. The reason? Traffic analysts estimate that 180,000 commuters travel daily from Broward to Miami-Dade, while perhaps a third of that number heads north from Broward to Palm Beach County.
