Feb. 17--Japan and Thailand cautiously began formal negotiations yesterday on an Economic Partnership Agreement (EPA) by agreeing to discuss non-tariff measures and to offer "WTO plus liberalisation" conditions.
Japan was committed to promoting and facilitating trade in goods as well as people's mobility between the two countries, said Ichiro Fujisaki, deputy minister for foreign affairs (equivalent to a deputy permanent secretary).
