Employers are finally feeling confident enough to hire, and it looks like they're gearing to make up for lost time. According to the results of a nationwide survey conducted in December 2003, hiring managers plan to recruit aggressively this 2004, with 50 percent aiming to replenish their depleted human resources, and more than 30 percent hiring to fill brand new positions.
