ELPIDIO Rivera Quirino became president of the Third Republic when President Manuel A. Roxas died on April 15, 1948. Quirino was well-prepared when he took over the helm of the ship of state. Teacher, orator, legal luminary, representative, senator, Cabinet member, and vice president of the country were the various positions he ably occupied before he assumed the presidency of the Philippines. He was elected president in the November 1949 national elections.
