Mar. 4--More than $4 million in funds went unspent last year, teachers are overloaded with paperwork and communication with parents needs improving, an internal audit of the Savannah-Chatham district's special education services shows.
The long-awaited study of how well the district's department for exceptional children serves its special-needs students was released Wednesday, and met with harsh words and tough questions from some school board members.
