The state Building Commission voted 4-2 on Thursday to borrow money to make the state's debt payments this year.
The savings will keep Medicaid health care programs going for another year by filling about a third of a projected $400 million deficit.
The commission's vote finalized the plan previously negotiated by Democratic Gov. Jim Doyle and the Republican-led Legislature.
Doyle, who heads the commission, compared the plan to a homeowner who refinances at a lower interest rate and gets to skip a mortgage payment.
