Health claims in the labeling of conventional foods characterize the relationship of a substance to a particular disease or health-related condition. The U.S. Food and Drug Administration (FDA) is authorized to issue regulations permitting unqualified health claims for specific substance-disease relationships if the agency determines there is significant scientific agreement (SSA) among qualified experts that the claim is supported by the totality of publicly available scientific evidence.
