Health claims in the labeling of conventional foods characterize the relationship of a substance to a particular disease or health-related condition. The U.S. Food and Drug Administration (FDA) is authorized to issue regulations permitting unqualified health claims for specific substance-disease relationships if the agency determines there is significant scientific agreement (SSA) among qualified experts that the claim is supported by the totality of publicly available scientific evidence. Qualified health claims that FDA determines meet a "weight of scientific evidence" standard and include appropriate qualifying language, are also permitted.
