Pay rises will require an additional Euro 80.198 million in appropriations under Heading 5 (Administration), including Euro 59.227 million for Commission staff, 19.136 million covering pension contributions. Regarding modifications stemming from the reform of European civil service Staff Regulations and the regime applicable to other agents, a specific budget line will be created for "contractual agents", a new category outlined in the Staff Regulations. No funds have been allocated to this line pending the recruitment of contractual agents in 2004.
