WASHINGTON -- The U.S. and Dominican Republic forged a free-trade pact Monday that paves the way for its inclusion in a broader trade agreement with five Central American countries and sets the stage for an uphill battle for passage in Congress.

U.S. Trade Representative Robert Zoellick, in a press conference Monday, claimed the agreement with the Dominican Republic, which the U.S. plans to integrate into the recently completed Central American Free Trade Agreement, "inaugurates free trade with a very significant but growing market for the U.S."
