Mar. 20--TAIPEI, Taiwan -- The Taiwan vice minister for the economy was struggling with a question about how the election today on this island of 23 million might affect Taiwan's growing trade with China.

An aide slipped in from a side door and whispered into the vice minister's ear.

"President Chen has been shot," he said quickly. "It is apparently not serious." Needless to say, the meeting ended quickly as the top ministers of the government of President Chen Shui-bian gathered to deal with the situation.
