NEARLY half of all vehicles "flashed" on speed cameras in the West Midlands are not issued with a fine, the Evening Telegraph can reveal.
And enforcement staff admit motorists in Coventry are escaping fines because they don't have enough staff to help identify the drivers.
The West Midlands Casualty Reduction Partnership revealed a lack of manpower was one of the reasons why thousands of motorists are caught on camera but escape unpunished.
