A plan that would have barred Colorado's colleges and universities from considering race in student admissions died in the state Senate Friday on an 18-17 vote.
The Colorado Civil Rights Act, proposed by Sen. Ed Jones, a black Republican from Colorado Springs, also would have banned government agencies from using race or gender to provide preferential treatment in hiring.
The floor debate that lasted nearly an hour was easily the most emotional in the Senate during the 2004 session.
