Mar. 27--A small city perched neatly at the north end of the 18-Mile Stretch would likely make a nightmare of getting out of the Keys when a hurricane bears down. In fact, many Keys officials are aghast at the proposal.
A plan now in "pre-application" calls for 6,000 new homes accompanied by 300,000 feet of retail space, 90,000 square feet of office space, 240 new hotel rooms and two schools at the northern end of the Stretch.
