Since Gov. Haley Barbour appointed Leland R. Speed as the new executive director of the Mississippi Development Authority Jan. 8, it was the first of many sweeping changes inside the state's economic development agency.

"Personnel changes are common when a new governor, especially a new party, comes into power," said Mike Randle, publisher of Birmingham, Ala.-based Southern Business & Development magazine. "Of the states I've covered, I've seen about 30 new governors, and about half of them have made significant personnel changes."
