Mayor William E. Ward delivered this annual State of the City address March 31 at the Chesapeake Conference Center.
"My fellow citizens, today is my last opportunity to speak to you on the annual State of the City as your mayor. I am profoundly grateful to you for giving me the honor to serve and work for you for 26 years.
