LAGOS, Nigeria -- Psychiatric tests for traffic offenders haven't worked. Neither have promises of free eye exams for bad drivers.

So officials in Nigeria are going back to basics: Pledging to enforce traffic laws honestly -- and jail any motorists and police who exchange bribes, in this, Africa's unofficial gridlock capital.

"We are sending the message that we will flush out officers who accept bribes," declared Kayode Olagunju, spokesman for Nigeria's Federal Road Safety Commission. "And we are saying six months (in jail) for anyone who offers bribes."
