Emergencies at home often create crises at work. But when Wendie Ulku, a software librarian for Control Data Corp. in Minneapolis, spent six weeks in Colombia last year to adopt a child, the company helped defray the costs and gave her another six weeks to stay home with the baby. "I was able to get on a plane and leave knowing my job was secure," says Ulku.
Congress hopes to extend that security to the three quarters of corporate America where such guarantees are absent.
