As increased demand and oil cartel shenanigans drove the average gasoline price to a record $1.78 last week--62 cents higher than the average for the Clinton years--Sen. John Kerry got ready to rev up his charge that President Bush is to blame. In addition to Kerry's attacks on current energy policy and diplomacy, campaign insiders say the challenger also will accuse Bush of lying when he failed to repeal a 1990s gas tax as his campaign aides said he would.
