The story
Reporter Steven Elbow began the investigation into Terrance Griffith's treatment at the Dane County Jail a few weeks after his death on Nov. 17, 2002.
A coroner's report attributed his death to natural causes, with possible contributing factors of pneumonia and heroin withdrawal. The death of a 27-year-old man by natural causes being rare, Elbow decided to look into it.
Although the Sheriff's Office conducted an investigation - standard procedure for all jail deaths - the department did not release several key portions of its report when Elbow requested them, citing medical privacy. The ...
