Puzzling Tea Leaves

It isn't clear whether the future can be divined by reading tea leaves in the bottom of a cup. But try doing so when somebody keeps shuffling the cups. That's about the size of things in early October as operators and vendors alike pore over their spreadsheets and take stabs at estimating industry capital expenditures for 1992.

Matters are slippery for a number of reasons. Because operators are at the front end of budget cycles, capital requests from the field are pouring in, but most MSOs haven't had a chance to digest them yet, much less refine them to the point where they can be tossed over the wall for review.
