Many San Diego business leaders back Mayor Dick Murphy's proposal to change from the city manager form of government to a strong mayor-council, shifting more power to the city's elected officials.
The announcement came less than two weeks after City Manager Michael Uberuaga made public his plan to retire April 9, amid concerns over next fiscal year's estimated $24 million budget gap and a city retirement plan that needs a $1.1 billion infusion of cash. Under the current system, Uberuaga controls the budget and personnel.
Murphy hopes to put the strong-mayor issue before voters in November, he said at a press conference on March 26.
