Apr. 19--Among southwestern Pennsylvania's rolling hills and winding river valleys lies a partially built highway that stands as Exhibit A in the Pennsylvania Turnpike's multibillion-dollar, 18-year-long spending spree.
With construction costs doubling and a mountain of debt piling up, the Mon-Fayette Expressway and its companion, the Southern Beltway -- the second-most expensive road-building project in the country after Boston's infamous "Big Dig" -- have become defining symbols for a spendthrift Turnpike Commission and a reckless state Legislature.
