Building a community around Starkweather Creek is becoming an undercurrent of the recent efforts to improve this urban watershed.
"Starkweather Creek right now is not perceived as a connected space," said Si Widstrand, Madison parks development manager. "It's perceived as something you drive across on Milwaukee Street or East Washington or Atwood Avenue."
