Bringing Kazakhstan into the Baku-Tbilisi-Ceyhan (BTC) oil pipeline project is the next target for Steven Mann, the senior advisor for Caspian Basin energy diplomacy at the US State Department.
By the end of November, he hopes to have helped sew up a package of agreements that will provide "reliable commercial terms for Kazakh oil to go into the pipeline" and turn it into the Aktau-Baku-Tbilisi-Ceyhan route, Mann said in an interview with Nefte Compass in Istanbul last week.
That package would comprise two host government agreements -- one between the exporting companies and Kazakhstan, and one between the companies and Azerbaijan -- and one ...
