Apr. 28--A judge in Santo Domingo has upheld a series of fraud charges against one of the Dominican Republic's most powerful financial leaders, sending the case, which stemmed from the calamitous 2003 collapse of the country's third-largest bank, to criminal court for trial.

Judge Eduardo Sanchez Ortiz issued a long-awaited ruling upholding charges of bank fraud and other irregularities against Ramon Baez Figueroa, a media titan and the former president of Banco Intercontinental, or Baninter, and Marcos Baez, the bank's executive vice president.
