A coalition of steel producers, distributors and consumers is appealing to Congress to place controls on the export of scrap from the United States as a way to ease the shortage of raw materials and slow the pace of price hikes and surcharges.
Meanwhile, the scrap industry--currently in the catbird seat--is calling for government restraint on any action that might interfere with the free global trade of steel scrap commodities.
