Apr. 30--It should take more than a work trailer and a parking lot for bidders to qualify for local preferential treatment under Toledo's contracting laws, several members of Toledo City Council said yesterday.
The council members were referring to Whitehouse-based R.L. Williams Construction Co.'s claim of a local preference discount in bidding on a resurfacing contract worth more than $860,000.
