May 6--It Would be a dream come true for the anti-car lobby: a network of three dozen or so British cities and other local authorities implementing London-style congestion charging zones, transforming metropolitan life and raising money for public transport systems.
It would also be a dream come true for Capita, the much-derided operator of the capital's congestion charge, the largest traffic management scheme in the world. The company is straining at the leash to replicate its model and turn the business into a real money-spinner.
