May 7--Ever since San Antonio took over Brooks AFB, it's been easy access, with anyone able to drive on or off the installation for any reason, no questions asked.
That freedom -- extraordinary in a post-9-11 era heavy on restricted access and tight security -- made Brooks unlike 484 other major U.S. military installations in the world.
But it couldn't last.
