Already oversupplied oil markets are again receiving crude oil exports from the Russian federation, following completion of a licensing review, and refined products shipments are scheduled to resume this week.
Russia accounts for about 90 percent of the oil production in the Soviet republics. Russian president Boris Yeltsin suspended all oil export licenses Nov. 15, after bureaucratic mismanagement had approved 3 million barrels daily of exports, or about 800,000 b/d more than actual availabilities. Yeltsin was concerned that this might cause domestic fuel shortages this winter.
