With the 2004 legislative session barely over, Gov. Bill Owens and state lawmakers still were voicing concerns Thursday about what they didn't do: find a solution to the fiscal problems locked in Colorado's constitution.
"This session will be better known for what didn't happen," said House Minority Democratic Leader Andrew Romanoff, referring to the fiscal gridlock as well as several other controversial bills that were killed.
"The good news is we're not quite out of time yet. We are extraordinarily close, I think, to reaching a compromise on TABOR and Amendment 23."
But whether a compromise ...
