BOGOTA -- Multinationals shifted $1.2 billion form the Persian Gulf region to Latin America, says a report circulated by the Latin American Energy Organization (OLADE) to the 13 presidents of the Group of Rio meeting in Cartagena.
Latin American and Carribbean nations would do well to promote that trend, says OLADE.
The space of exploration is far too slow to meet demands in the next century, said the report, entitled, "Transition Toward the Twenty-first Century."
OLADE has reversed its previous policy and now calls for attracting private multi-national investment.
