Introduction
Medicaid has been identified as the largest single mental health program in the country, and a significant source of funds for the care of the chronically mentally ill (Newman, 1978; U.S. Department of Health and Human Services, 1981). Of 25 States reporting data on a survey of fiscal year 1983 expenditures, Medicaid accounted for nearly one-half of all identified mental health spending by all States agencies (Mazade et al., 1987). Medicaid recipients are also high utilizers of mental health services.
