Introduction
The railroad industry has long considered itself to be the safest and most secure mode of transportation, as well as the most efficient. As owners of rights-of-way, structures, and equipment, railroads have long invested in security measures, including employing significant numbers of police officers and special agents, to guard their property. Issues of security go to the heart of the industry's competitive position, whether in freight or passenger service, which touts rail as the safest mode of transportation.
