Arab world hails new UN chief
The UN has its first Arab secretary-general. Boutros Boutros Ghali, Egypt's deputy prime minister, received 11 votes in his favour at the security council election on 21 November, with four abstentions. He will take over from Javier Perez de Cuellar on 1 January.
The Egyptian press trumpeted his election as the first Egyptian, the first Arab and the first African to hold the top UN post. But Boutros Ghali is no hard-line Arab or Third World nationalist.
