WINNING NODS FROM NAYSAYERS: AN ELUSIVE GOAL

In the view of many chemical industry observers and those in the environmental community, public accountability - how to measure performance and progress - is the battle line in the struggle to implement Responsible Care. At stake, they say, is the program's credibility and fate.
