When it was unveiled a month ago, the Commonwealth of Independent States drew unflattering comparisons with the loose-knit Organization of African Unity. Now after a fractious start to the new year that saw Russia ride roughshod over its "partners" to remove price controls on many goods, what had appeared to be growing pains look more like death throes.
