The odds of a joint SDG&E-County Water Authority desalination plant in Chula Vista improved last week after a competing proposal predicted higher-than-expected water prices.
San Diego Gas & Electric Co. and the San Diego County Water Authority are studying the possibility of building a desalination plant at the South Bay Power Plant as part of a repowering project to add some 300 to 450 megawatts of electricity to the existing units.
If built, that project would begin operation in mid-1997, officials said. Desalination is the process of purifying sea water for drinking or irrigation.
