Annex 1 of the 1999 Decision lists, chronologically, from 2005 to 2009, which Member States can propose candidates to host the Culture Capital of each year. In order not to reshuffle the list entirely (arrived at with great difficulty and after interminable negotiations between the EU-15) and to allow new Member States to participate in the initiative before 2020, two European Culture Capitals will be selected each year from 2009 to 2018. Article 2 and Annex I of the Decision have been modified to this end. During this period, two Member States (one old and one new) will therefore be able to propose one of their cities as a candidate.
