Jun. 2--TAMPA, Fla. -- Senator John F. Kerry, outlining strategies to combat bioterrorism, said yesterday that "the world has been made more dangerous, not less dangerous," during George W. Bush's presidency, and asserted that Bush and his policies have fueled hatred around the world toward Americans.
